Open Sovereign AI Federation Launches to Advance Sovereign, Independent AI Infrastructure Worldwide

Global consortium brings together AI operators, infrastructure providers, and technology leaders to establish open standards and governance for sovereign AI deployment

PARIS, France – July 9, 2026 — The Open Sovereign AI Federation (OSAF) today announced its official launch, establishing a global non-profit association dedicated to advancing sovereign, independent, and democratically governed artificial intelligence infrastructure. OSAF provides a collaborative framework through which AI operators, infrastructure providers, policymakers, and enterprise users can shape the development of open AI systems that respect national data sovereignty, ensure supply chain independence, and promote competitive, interoperable markets.

AI infrastructure is increasingly recognised as critical national infrastructure. Yet enterprises and governments deploying AI remain dependent on a small number of hyperscale providers, creating concentration risk across data, compute, and model layers. OSAF exists to change that equation — creating the conditions for a vibrant, competitive ecosystem of sovereign AI operators.

About the Open Sovereign AI Federation

The Open Sovereign AI Federation is a non-profit association governed by the laws of New South Wales, Australia. OSAF provides a vendor-neutral, competition-law-compliant framework through which members share knowledge, develop reference architectures, align on governance standards, and advocate for policies that support sovereign AI capabilities.

OSAF is open to AI operators, infrastructure providers, research institutions, government agencies, and enterprises committed to advancing independent AI infrastructure. Membership is structured to ensure all participants remain commercially independent, with competition law compliance embedded in the Federation's governance.

Key Objectives

OSAF will focus on four interconnected workstreams:

1. Open Standards and Interoperability

Develop and promote open technical standards, APIs, and reference architectures that enable interoperability between sovereign AI deployments — reducing lock-in and expanding the market for independent AI operators.

2. Governance and Trust Frameworks

Establish governance models, compliance frameworks, and assurance mechanisms that help members demonstrate the sovereignty, security, and compliance of their AI systems to regulators, enterprise customers, and public-sector buyers.

3. Knowledge Sharing and Capacity Building

Create shared learning mechanisms — including working groups, technical publications, and benchmark programs — that accelerate the capability of members to deploy and operate sovereign AI infrastructure at scale.

4. Policy Advocacy

Engage with government and regulatory bodies to advocate for policies that support sovereign AI capability, including investment in independent compute infrastructure, appropriate access to advanced AI compute, and proportional AI governance frameworks.

Founding Members

OSAF founding members include AI operators, infrastructure providers, and technology organisations committed to advancing sovereign AI capabilities. SCX.ai Holdings Limited (Sydney, NSW) serves as a founding member and secretariat. Additional founding members will be announced at the Federation's inaugural member summit.

Looking Ahead

OSAF will host its inaugural Member Summit in Q3 2026, bringing together founding members, technical working groups, and invited observers to formalise the Federation's initial work program and governance structures. A public roadmap will be published following the summit.
